Deciding when to makes lists of troublemarkers and peacemakers

My question is when it is best to make lists of troublemakers and peacemakers for IN-OUT games, as Matt did in the fourth game of this section. Is it mostly only beneficial to do so when the game gives you a minimum required number of variables in either the IN or OUT group?

I think it's usually useful regardless of whether the amount in each group is determined. It's useful to do this as the variables that tend to move a lot of other things are always going to be important, and we want to keep track of the ones who can kinda go anywhere. I think this is slightly more helpful where the numbers are predetermined just since there are fewer moving pieces, but it's still useful across the board.
