second sentence

I really do not understand what the argument is trying to establish with the second sentence. The conclusion follows it and starts with "therefore" so its predicating its conclusion on the second sentence but I can't see that it has any impact on the conclusion. I got this question right because I read all the AC's but answer choice A spoke to that second sentence so I hung on to it for longer than I wanted to. How could I have ruled it out quicker?

I think the second sentence is relying on a few unstated assumptions. If it were more effective when used in high doses, then maybe people who already use it could be enticed to buy more then they need in order to take a higher dose than recommended, which would in turn boost sales since users would buy more frequently. However, since it is not the case that higher doses work better, this line of reasoning wouldn't justify giving a discount.
