Could someone please explain why the answer is not C? I see why B is correct, but I thought the author of passage B would have viewed the activity described in A as a taxable activity. Thanks!

Answer choice (C) is incorrect because it says that the author of passage B would only believe that the virtual animal skins should be taxed. This is incorrect because the author of passage B tells us that fish pulled from the ocean are currently taxed and they do not present any arguments to suggest that they should not be.
