Why not A?

Hello- I am not understanding why A is incorrect. I have that either H/G can go in #1 or #2 and H/J can go in spot 3. I know that G can't go 3rd because of rule #4. Please explain. Thanks!

    Why don't you think J could go in 1? You're correct that H and G can go there, but what about J?
