Hi, the author is trying to prove that this is not a well functioning democracy. The reason for this is that the bill, which is popular and not harmful, is unlikely to pass soon because it's opposed by influential folks. We need to show that, more or less, the facts stated guarantee that this is not a wfd. In order words, we need to show that in a wfd such a bill would pass soon, or that failure to pass such a bill quickly guarantees we are not in a wfd. B tells us that in a wfd, such a bill will eventually pass. There is an issue with this. It fails to hit on the time frame issue. In fact, both B and E tells us more or less the same thing, that a bill as described will pass in a wfd, but only E echos the issue of prompt vs eventual passage as highlighted in the passage. Furthermore, b is missing the issue of human rights, but I think the far more important factor separating them is the lack of time frame in B.
