I was torn between C and D but chose C.

    Same! Why is it not C? I get why it is D, but C seemed like the more comprehensive choice.

    I am also confused why C is incorrect. It seems like both of the preceding sentences about water vapor and larger rain clouds would support the last sentence and thus make it an intermediate conclusion.
