Why not answer choice C? What strategy could we use on a question like this?

I think a question like this comes down to how well you understood the passage. In the passage the author was broadly positive towards the artists, almost like a sympathetic journalist. This is not even close to ironic amusement, which would likely be more akin to poking fun at artists stubbornly clinging to old technology.
