I was having a hard time picking from B and D. I ended up choosing B but why is D incorrect?

Good question, this is a difficult set of passages in my opinion. We know that the author of passage A agrees that social costs should be considered when enforcing the law. Some people are a little bit late, while others are extremely late on their bills. Shutting off everyone's water would likely be considered overinclusive by the author of passage A. We have enough support to choose B.
So, what is wrong with D? According to Author B, why is the lien strategy not going to work? Because of a specific detail in the law that prohibits liens on anything other than taxes.
Author A would probably lament the specificity of this lien rule, but that doesn't mean that he/she would advocate for breaking the established use of liens, which is for taxes only. Maybe this rule should never have been created, but passage A never indicates what the best plan would be. It is a discussion of discretionary nonenforcement, and it lacks the specifics of how certain things should be enforced. I don't really know how Author A would react to answer choice D.

Thanks for answering. Following up on this, why is A incorrect? The author of passage A mentions legislative oversight as a check on inappropriate applications of a law. Answer choice A seems to provide opportunity for this, no?
