Why is answer A incorrect?

Hello I am not understanding why answer choice A is incorrect. Q must be before P because if we put Q in 7th then P would be in slot 1 or 2 which would violate the U-P rule.

    We could also have T U R S P Q W This question has two possible outcomes, one where r is third and one where t is third. I think you're only looking at the one where t is third.
