Biconditional?

When Carrie says "the only thing required," does this indicate a biconditional relationship between the sufficient and necessary conditions, or is it simply a necessary relationship? Asking due to the combination of "the only" (triggering a sufficient condition) and "necessary" (triggering a nec. condition). Thank you!
