Where is there proof of this answer, had no idea where to find proof for this answer. Is there answer basically inferring from the passage how despite the many attempts of the federal government to change discriminatory behavior there was not actual proof of this effect?

Thanks for the question! Yeah, this isn’t the best worded of questions, but compared to the other answer choices, (A) is clearly the best one. The implication here is that not meriting attention from serious professionals means that your work (and thus you) aren’t competent on matters of scientific substance. There’s definitely a jump, but it’s not completely unreasonable, and again, we have to pick the best answer, even if we don’t like it sometimes and it’s not the ideal answer choice. I would push back on the idea that merit deals with attention and not intellect, but I don’t disagree with your overall point.
