Is E saying clean air and clean water are unaffected by technological change or is E saying the fact that substances require clean air and clean water is not subject to change by technological advances?
In any case I need help understanding how it weakens. The explanation provided earlier still leaves me a little fuzzy.

Or third option which makes more sense to me now: Is it saying clean air and clean water can't be increased by new technology nor can an artificial version of either be created?

It means the second thing you said: that the need for clean air and water is not impacted by technological change.
The argument is saying that new tech allows us to innovate our way out of resource constraints. Not enough trees for ships? Use metal. Not enough mules? Use a car. However, there is no replacement for clean water. Animals and plants need clean air and water, and, if E is true, technology is not able to substitute some new thing in for clean air or water, like we can substitute cars for mules.
