Is C the correct answer because of the last part of the answer. It says that people after do it yourself article is published do the work themselves regardless of the risks involved? So the answer choice weakens the conclusion by saying people don't care about the risks of lead poisoning involved?

The passage recommends (or concludes) that the journal should run an article telling homeowners how to reduce the risks of lead poisoning.
Why? Because, despite the risks, many people will not pay to have someone else do renovations that they believe they could do less expensively themselves. If people are going to do these renovations anyways, then it makes sense that the journal should tell people how to do the renovations as safely as possible.
Answer choice (C) works against this reasoning. If people who would normally hire professionals to do work would be convinced not to do so by the article, then the journal should not publish the article because more people will be exposed to the risks of lead poisoning as a result.
