I am not an instructor but I believe the line reference to support the correct answer C) is this.
“CLS proponents hold that . the existence of conflicting values in the law implies (10) the absence of any uniquely right solution to legal . cases. CLS argues that these conflicting values . generate equally plausible but opposing answers to any . given legal question, and, consequently, that the choice . between the conflicting answers must necessarily be (15) arbitrary or irrational. Meyerson denies that the . existence of conflicting values makes a case . irresolvable, and asserts that at least some such cases . can be resolved by ranking the conflicting values. “
C) states that “It is insufficient in itself to determine the answer to a legal question.” This is supported by the above line quotation because the proponents state that the “conflicting values generate equally plausible but opposing answers to any given legal question.” Since there are multiple answers to any given legal question, the law is “insufficient in itself to determine the answer to a legal question.” In fact, the passage then goes on to argue that the “choice between the conflicting answers must necessarily be arbitrary or irrational.”
I hope that it helps. Please feel free to correct me. Thank you.

This is asking us to pick a choice that the CLS folks would agree with. In paragraph one, the author introduces us to their view on orthodox legal theory. Their view is that orthodox legal theory is contradictory due to the fact that conflicting views imply a lack of distinctly correct solutions to legal problems and that objectivism is necessary in order to arrive at solutions. This is reflected in C, so it's the correct answer choice.
