Why E?

I'm not sure if this is the best explanation for this answer choice, but I saw that in line 11 the literature being mentioned states that the law didn't have a significant impact. Since (E) states that the fare increase didn't significantly reduce the number of fares sold, it sounded like it paralleled what I pointed out earlier in line 11.

(E) parallels this description, stating that a fare increase does not significantly reduce the number of fares sold / does not significantly reduce union membership, hence the fare hike had no negative effective/ right-to-work laws have no effect.
