Why D?

Can someone explain to me why D is the correct answer? I'm kinda lost trying to figure it out. Thanks.

Hi, the author points out a potential weakness in R's argument in paragraph 2: that the records he us use might systematically undercount the wealth of northern industrialists by excluding the value of their land and real property like machinery. D tells us that this potential problem is not in fact a problem, thus strengthening R's position.
