    Hi, The passage tells us that mill bottlers charge a higher spread when prices for raw milk are falling. That is, when their input costs fall, the price they charge customers does not fall as fast. So, we know that they do not respond to a decrease in raw milk prices by immediately and proportionally lowering prices
