Why not E?

I chose the correct answer but was stuck between B and E. Can someone explain more specifically why E is incorrect please? My reasoning was because the conclusion was too strong. Thank you

    I have two issues with E. First, I agree that the conclusion is too strong, the passage and right answer were both in terms of likelihood. However, I think theres a second issue with E: In the passage, we are given a general rule, and then told that due to a special circumstance, this instance is likely an exception to the general rule. In E. we are given a general rule, and then told that as a whole category, the rule does not apply.
