What does the phrase "in such circumstance" refer to?
And why does it not refer to the whole scenario set up in the sufficient condition signaled by the structural indicator "[w]hen" at the beginning of the stimulus: "When the rate of inflation exceeds the rate of return on the most profitable investment"?

This is quite poorly worded. Normally I would assume "in such circumstances" to be referring to the circumstances described before that phrase. However, this uses the construction "in such a circumstance" which is essentially saying the same thing as "when" or "if." That means it is referring to the circumstances mentioned after it. In other words, it is essentially asking "If/when value falls by more than that percent, then what must be true?
