Let's put answer choice (E) in "if/then" form.
If there aren't a small amount of people who want free gift wrapping, then a majority of customers want it.
How do we negate a Sufficient & Necessary statement? We show the sufficient without the necessary.
So, the negation is: Even though there isn't a small amount of people who want free gift wrapping, the majority of people do not want free gift wrapping.
