This is indeed a tough one. The passage describes a situation in which some decision makers play devils advocate in order to surface peoples' views. This implies that they are at times making statements they do not actually agree with. Thus, if one were to quote them accurately and entirely, they may have said something that they did not actually agree with, and that is wildly different from what is eventually decided.
B does not have to be true since we do not know if the decision makers have a real opinion when they begin to argue for a point.
