For starters I read this question as a strengthen w necessary, so I thought d would be right b.c if you negated it, it would read "the amygdala is itself controlled by one or more other regions of the brain" which I thought might destroy the argument b.c it shows that amygdala itself did not exert a greater influence on the cortex.

This is a sufficient assumption question, not a necessary assumption. The author is relying on a premise that the degree of development of connections is related to the influence one part of the brain has with another part. We would this need an answer choice that allows us to infer that, which E does and D doesn't even come close to.
D also doesn't have to be true. So what if the amygdala is controlled by another part of the brain? I don't see how that impacts the argument at all.
