Hi, could you please explain why answer choice A is correct and E is incorrect?

    Hi, A is more or less a summary of the passage- thanks to the efforts in the 60a the FCC has expanded its definition of who can participate in the process. E does not actually describe what the passage was about. The FCC did not just open its hearings to the public but changed its definition of an interested party
