Can’t other liquids outside of water fill up a landfill for whatever reason, maybe for disposal purposes, thus in this case leachate is not produced. And if so, wouldn’t it be possible for the other liquid to overflow the landfill?
Why wouldn’t A be correct?

If leachate is going to produced in predictable quantities, can't those predictable quantities be sent to water sewage plants equipped for leachate? (Answer A), which would help alleviate the leachate problem?

We just dont know for sure that A is true. It's certainly possible that predictability would help, and it's certainly possible it would lead to better ability to send to treatment plants, but there isnt any proof in the passage. It's possible that it's entirely predictable, but we would still be unable to treat it properly or prevent its leaking into the environment.
