how do I know which argument they are referring to?

it turns out I was weakening the environmentalists argument when I was answering. I wasn't sure why I got this question wrong until I read the explanation saying that my answer choice weakens the environmentalists argument not the other argument. how do I know which argument they are referring to when they don't specify in the question stem ?
