What does the second rule even mean?

I do not understand that statement.

    Hi Tyler808, I think that the second reason tells us that patients will not actually request their medical records, even if they have the option to do so.

    I think the issue with E is that it would cancel out the first reason for not implementing the policy. If it were true that patients do not take advantage of the right to see their info, then the cost of retrieving that info would be nil. We are looking for an answer choice that does not cancel out the first reason.
