the negation of e says that they *are* poorly constructed, so wouldn't that also kill the argument by proving that it wouldn't be smart to buy them over foreign made parts?

Good question, I think this comes down to how we negate E. We should always try for the weakest possible negation, and I would try to do this by saying that "it is not necessarily the case that ..." So, for E, we would actually negate by saying that if parts are made for this country, it is not necessarily true that they are not poor quality.
While this does indeed weaken the argument, I don't think it kills it completely. It just casts doubt on the claim.
