I was confused as to why "only a small portion of contemporary ad can be considered morally reprehensible" is written as a some statement? Could it also be a S&N condition, whereby only introduces a necessary condition? I don't quite understand when to invoke the S&N condition or the quantifier. Thanks.

Sufficient and necessary relationships are those that give us a guarantee. I dont see relationship where one things presence or absence guarantees the presence or absence of some other thing in that statement. However, it does tell me that sometime but not always one thing has a quality.
