Why is B right and C wrong?

Hi Davidamaya, thanks for the question! When looking for the attitude of an author of another group mentioned in a passage, we should be looking for cues in the form of tone and passage direction. For tone we should look for words that indicate an attitude, whether favourable, negative, or neutral. For passage direction, ask yourself while you read, "is the author going in any particular direction with this?" Often you'll find that the author is either defending something or someone, attacking something or someone, objectively explaining a process, or something else entirely. In this passage, we see several tone and passage indicators that lead us to say that the author displays restrained appreciation. Line 14 - He says the Supreme Court has acted in a way that is typically beneficial for Native Americans. - this is the appreciation portion Line 16-17 - He concedes that this is not 100% representative by saying that "certainly there have been decisions that cast doubt on the validity of this assertion" - this is the restrained portion Line 38 - He says that the court recognizes past injustices, showing that they are reasonable - again, pointing towards appreciation.
