Strategy for these question types

I think this depends on which type of inference question. There are ones like this that ask specifically about one of the parts of the passage, and others that are just general inferences. For the type we don't have here, I would dive into the questions, and look for an answer choice that we can prove from the passage. Critically, I would try to hunt for the thing we can support. It's not really possible to truly eliminate and answer unless it directly conflicts with the passage. It's almost impossible to prove a negative, but it's much easier to prove a positive. Wrong answers are wrong usually because we simply cannot prove them. For a question like this, I would think back to the thing it references, and maybe even reskim that part of the passage. From there, I think the same principle applies. Hunt for what you can prove, not what we can't.
