I understand why B is correct, but I don't understand how we can eliminate answer choice A.

Thanks for the question! This one is actually pretty straightforward. We’re being asked for which one of the following is true about the concerns of modern architecture; this is basically a must be true question. Well, we’re told near the beginning of the passage in the first paragraph about those concerns. We’re told that “…cost-efficiency and utility have become the overriding concerns of the modern architect” (lines 6-8), to the point where architects will sacrifice aesthetic concerns for the practical and technical issues (lines 1-3).
Now take a look at (A), which tells us that cost-efficiency, utility, and aesthetic demands are the primary concerns of the modern architect. Well, cost-efficiency and utility certainly are, according to those lines. But are aesthetic demands? No, in fact, aesthetic demands are often sacrificed to make way for cost-efficiency and utility, and so they can’t be a primary concern as well based on what we’re told in the passage. Because of this, (A) includes something that shouldn’t be there, and is incorrect.
