Shouldn't the correct answer (A) state it is "less" likely to be misunderstood?

Therefore, the stimulus is assuming that language which has literary value is more likely to be misunderstood. This would be why legal and diplomatic language would not have literary value i.e. to reduce the likelihood of misinterpretation.
