Hello. Can someone explain why A would be incorrect, I was stuck between A and E. Thank you.

We don't know the actual legal foundation, which is more something that happens at a point in time, like the writing of our Constitution. What we DO know is that their ever-evolving laws mentioned around line 45 is what we mainly had as a point of conflict. It wasn't so much one point of time as a whole body of legislation.
