I don't understand why A is the answer.

The passage states that mediation is 'based on the notion of relatively equal parties", so I thought C is the most analougous to the relationship of mediator and family members and the mentioned new system to be implemented = mediated settlement.
However, the answer A presents 3 parties: the mediator, workers, and the management. So I am confused how this could be the answer.

Thanks for the question! (C) doesn’t work because although the director solicits feedback, they don’t create a mutual agreement, which is key to the mediator and family members.
(A), on the other hand, features a specialist helping the workers and management reach a mutual agreement on their own. Just like how a mediator helps the different family members reach a mutual agreement on their own.
