She is someone who comes from a strong culture, and was in a position to develop that culture's poetry in a new space. Understanding this comes from reading the passage with interest, not from trying to memorize or highlight a few lines. With this understanding, we can see that this story could apply to both Wheatley's, and a parallel case. Wheatley (in the eyes of the author) failed to use her position to forward African poetry, and instead stuck to English tradition. In a parallel situation our Italian poet would—you guessed it—fail to develop Italian poetry and instead stick to American traditions. This is exactly what E tells us.
