I got this question correct, but had a hard time differentiating between "mildly questioning" and "highly skeptical." What in the passage indicates that the author is "highly skeptical" rather than "mildly questioning?" And in general, what is the best way to approach a tone question like this one?

    It's best in these to look at the verbiage of the author. Phrases here such as "prove empty" and "neither offers a reason" are strong indicators of disapproval. In addition, the pointing to bureaucrats as the only beneficiaries shows the author thinks the policy was biased towards one group. Those together point toward "highly skeptical" at the very least. @Richmond
