Why not D

I would still choose D first before C because D is addressing the issue the author brings up about the Dawes being used as a form of additional Budget money. Please help me understand C.

    Hi @Sash, Thanks for the question! So we’re being asked here for something that would provide the most support for the author’s view of politicians that as to do with the end of allotment. (D) says that politicians felt that the staff and budgets of the BIA had grown too large. But take a look at lines 43-51, which say that they wanted to make their budgets bigger. So that would go against the author’s view of politicians, and thus makes (D) wrong. Hope this helps! Feel free to ask any other questions that you might have.

    Then what is the difference between C and D?
