Use of the word "all"

I find that the use of the word "all" is a little out of scope. There will always be clashes between self-interest and duties, but to say that all governments acknowledge it?

Thanks for the question! This might be true. But remember, on the LSAT, we accept the premises in the argument as true! No matter how strange they might seem. So if the premises say that “all governments acknowledge it,” then for the purpose of that question, all governments acknowledge it, without exception. Because “all” on the LSAT really does mean each and every single one.
