Can someone please explain why (C)'s mention of "colonies" is congruent with the passage?

Hi, I struggled with (C) because it talks about Colonies in the Western Hemisphere, and the question is about surfs in Russia and slaves in the United States. Can someone please explain why it's okay not to rule it out on the basis of that here?
