Why can't the answer be C?

While I understand why E is correct I can't quite pinpoint why C is incorrect, it talks about preconceptions? Is it because of the objective analysis part of the answer choice?

    Following. I was debating between C and E, the answer. The passage does mention that jurors mistakenly assume ("preconceptions") of previous convicts that they may repeat the criminal activities, which is not true in many cases according to the passage. I was very close to choosing C, if E had not been slightly more convincing.
