Why is B: 'Holding vs. Dicta: A Distinction Without a Difference' Innapropriate?

I can understand why D is the correct, but I am having trouble eliminating B. Is it because the tone of the passage is more neutral?

(B) says, "Holding Versus Dicta: A Distinction Without a Difference"
Your hunch is correct. The passage doesn't agree with the realists, so
(B)'s title does not accurately reflect the neutral tone of the
passage. This is why (B) is out.
