"Safe guard"

Can someone please further expand on the term safe guard? I immediately crossed out this answer when I saw that word. wouldn't safe guard mean it protects their rights? but doesnt the tribe think it is an adequate attempt..?
I have read the other thread for this question so please explain thanks a lot

Let's take a look.
The definition of safeguard is "a measure taken to protect someone or
something or to prevent something undesirable."
If we take a look at the end of the passage's third paragraph, the
author states that the Oneida rejected changing any terms from the
Canandaigua Treaty out of concern that doing so could jeopardize their
pending land claims that were based upon that treaty. This suggests to
us that the treaty's terms are favorable for their land claims, so
(A)'s wording, "a valuable safeguard of certain Oneida rights and
privileges," works really well and is the correct answer choice.

Then why wouldn't they specify that they're referring to when they say "terms of A treaty" in line 53
