Explain B further

Hi, I picked D and I understand why it's not the correct answer. I also see the evidence that is supported in the passage to have B be the right answer. However, I am confused because in B, it says "should be no more involved THAN" which suggests it's comparing the federal govt's involvement with Native Americans vs. other citizens. I didn't see any comparison, so I didn't think this would be the right choice. Could you please explain? Thank you!

    @pajberman, The passage tells us that the readjustment movement advocated the end of the federal government's involvement in Native American affairs and encouraged assimilation into mainstream society. The implication is that the federal government should treat Native Americans the same as all other citizens as opposed to being actively involved in tribal affairs.
