@Ravi the passage mentioned that one of the purpose of the Native American leadership is to establish tribal institution. So, in my opinion, D is not sheerly out of scope. I think it is wrong is because it is not necessarily a "new" institution. Am I in the correct way of thinking? In addition, I am not sure what it means by "institution". Is it a self-governing department in the passage?
