The Correct Answer

I didn't choose the correct answer because the passage said that in some states there are millions of Roma, so why is it that the correct answer says that the passage didn't say the Roma exceed one million? Is it that specific??? Sometimes I feel like I have to put in a little guess work and sometimes it wants me to be so extremely exact.
