    We begin Passage A by explaining that "there is no universally accepted definition within international law for the term 'national minority.'" The entire first paragraph expounds on the ambiguity of the definition of the term. The second paragraph explains that even though the lack of definition for this term presents and issue to many minority groups, it is especially difficult for the Roma since they are not colonized people, do not have a homeland and many do not bear ties to any currently existing country, as is required by the most commonly applied definition. Thus, as you can see, the entire passage is trying to explain why the lack of an accepted definition for the term creates a problem that is especially difficult for the Roma.
