First, I always want to pay attention to who is talking. By that, I mean when there's a clear view, whose view is it? The third paragraph is certainly expressing a view and the first sentence gives us a good hint that the author is the one espousing this view. Once we know what they advocate for, which I think is summed up decently well in the third from last sentence, we have. A decent idea of what their point is, if it is indeed the author talking, and not them paraphrasing another's view. Second, I would look to make sure that an answer choice doesn't overindex on one element, or take something out of context. I think b does that. The amplifying democracy thing seems like it was almost a throwaway line in the passage, not close to a main point.
