How am I missing this?

I have the same question as the person below; do we just assume from the mention of regulations in passage B that they are from the gov't?

@RJEh and @Ashley-Tien, it comes from line 49 and 33-35. If they are "tightly regulated" it is safe to assume that they are regulated by the government or a governmental representative agency. Since the passage says that WBM typically has 30% mineral oil, it is safe to assume since this is the typical amount used that it is within the regulated limits. We cannot tell from the given information what that limit is exactly, but we can tell that it is at least 30%.
