Confused

Hello, I am wondering why the instructor states in the video that the only places that P can go (once we have put F with G, L with J and MS with R) are with G or J. The rules state that whichever person receives the flyer they must receive at least one other piece of mail. Wouldn't that mean that Pmust go with G?
