Skips a valid scenario?

When given the two scenarios instructor deduces she cannot but both M and S with Jeanie since it violates some rules which is understandable. however she did not visit another scenario which give Jeanie M and S and G (forgot his name) L while P goes to R (forgot his name) which leaves F to give either with G or R. Can i get an explanation how this scenario does not work?
